Opposition parties came together on Wednesday to outline their views on a more powerful Scottish Parliament.
The Devo Plus campaign group called on Labour, Conservatives and Liberal Democrats to come together and agree a shared vision for the country if independence is rejected in two years.
Included in its report, A New Union, are recommendations including Westminster permanently vesting the power to legislate for non-reserved matters in Scotland to the Scottish Parliament and Holyrood being established permanently so it can only be dissolved if it agrees to the move.
Devo Plus group leader Jeremy Purvis said: ”This is a significant report that shows why and how agreement can be reached.
”We have shown that the most consistently popular way forward for Scotland is a Parliament with increased responsibilities within the United Kingdom.
”We are showing how a stable and sustainable way of delivering these can be achieved within the lifetime of the next UK Parliament before 2020.”
An SNP spokesman said: ”The inescapable fact of the matter is that despite the best intentions of the people involved in the Devo-plus group, the No parties are refusing to set out any vision of what Scotland would look like if they got their way in 2014.”
